Union Square Residences is developed by CDL Libra Pte. Ltd., the legal developer of record and the entity named on the housing developer’s licence. The company is registered in Singapore under UEN 202138812H, with its registered office at 9 Raffles Place, #12-01 Republic Plaza, Singapore 048619, and holds Housing Developer’s Licence C1490, issued on 8 February 2024. It is a wholly-owned subsidiary of City Developments Limited.

The development stands on Lot(s) 00320N TS 08 at Havelock Road and Keng Cheow Street, a site of 6,238 sqm held on a 99-year lease commencing 11 October 2024. It is a single 40-storey tower of 366 apartments with commercial units on the first and second storeys, at 28 Havelock Road, Singapore 059828, in District 1. The site is the former Central Mall and Central Square, and the same licence covers the neighbouring Union Square Central office tower and the hotel-licensed co-living component. Vacant possession is expected on 15 March 2031 and legal completion on 15 March 2034.

The consultant team is led by AEDAS Pte. Ltd. as lead architect, with ADDP Architects LLP as residential architect, Coen Design International Pte. Ltd. as landscape consultant, 2nd Edition Pte. Ltd. as project interior designer and Woh Hup (Private) Limited as main contractor. The project account is held with Oversea-Chinese Banking Corporation Limited under account number 596-141903-001, which is the account into which every progress payment on the development must be paid.

City Developments Limited is a Singapore-based global real estate company with a network spanning 167 locations across 28 countries and regions. Listed on the Singapore Exchange, it is one of the largest companies there by market capitalisation, and its portfolio covers residences, offices, hotels, serviced apartments, retail malls and integrated developments.

The company began on 7 September 1963 in a rented office at Amber Mansions on Orchard Road, with eight employees, and went public that November when its shares were listed on what was then the Malayan Stock Exchange. In the six decades since, it has developed more than 55,000 homes and owns around 23 million square feet of gross floor area in residential-for-lease, commercial and hospitality assets worldwide. It completed its first residential project in 1965 and its first full condominium-concept project, Clementi Park, in 1966.

 

CDL in Singapore’s Central Area

Union Square is CDL’s third mixed-use redevelopment project in the Central Area and its second in the Singapore River precinct. The other two are CanningHill Piers and CanningHill Square on the former Liang Court site by the river, developed in joint venture with CapitaLand Development, and Newport Plaza on Anson Road, the former Fuji Xerox Towers.

Union Square itself is the first large-scale mixed-use redevelopment project in the Singapore River Planning Area approved under URA’s Strategic Development Incentive Scheme. That approval allowed CDL to combine the former Central Mall and Central Square sites and build 67% more gross floor area than conventional redevelopment would have permitted, which is what makes a 40-storey residential tower, a 20-storey office tower, a co-living building and a conserved shophouse retail street possible on a single 6,238 sqm site.

 

A Developer with a Green Commitment

Union Square Residences has been awarded BCA Green Mark Platinum Super Low Energy (SLE), the highest tier of Singapore’s green building rating scheme, for its energy and water-efficient design and its green features. That is a project-level certification rather than a corporate claim, and the project information page sets out the specific provisions behind it.

The corporate record behind it is longer. CDL was the first private developer to receive the Building and Construction Authority’s Quality Mark Award, in 2002, and the first private developer conferred the Green Mark Platinum Champion Award, at the BCA Awards in 2011. It has appeared on the Global 100 Most Sustainable Corporations list every year since 2010.
